思路是这样的：

首先，将A中的两句话合并变成 People had different views whether some schools should made Information Technology a compulsory course.

第二步，请同学们注意，英文多用被动，多用无主句，所以我们将第一步得出的句子从句部分改写为被动句(Information Technology should be made a compulsory course)；将第一步得出的句子主句部分改写为无主句(There is no aGREement)。

总结一下，在我们讨论对于某件事情“是否应该做”人们有着不同观点时，可以用这样一个模板：There is no aGREement whether sth. should be done.

讨论对于某件事情“应该怎么做”人们有着不同观点时，可以用这样一个模板：There is no aGREement whether sth. should be done by doing A or by doing B.
